Stephen Payne, the high-profile Bush "Pioneer" and Homeland Security
adviser, was exposed in a bribery scheme this week.
Payne was
caught on tape asking for six-figure donations to the Bush Library in
exchange for access to the President and his team. While he
said his
deal-making could be "perceived to be bribery," DHS and a
House
committee seemed to agree and are looking into the matter.
